I. About the Hydrogen Valleys Facility and the Project Development Assistance Programme

1. What is the Hydrogen Valley Facility?

The Hydrogen Valley Facility is an initiative by the Clean Hydrogen Partnership to accelerate the development of Hydrogen Valleys across the European Union and within countries associated to Horizon Europe. Thereby, it supports Hydrogen Valleys and a broad range of stakeholders within the hydrogen context to advance their hydrogen projects and contributes to capacity building, knowledge sharing and skill development.

2. What is a Hydrogen Valley?

Hydrogen Valleys are hydrogen ecosystems that cover a specific geography ranging from local or regional focus (e.g. industrial cluster, ports, airports, etc.) to specific national or international regions (e.g. cross-border hydrogen corridor), thereby supplying with a common hydrogen supply infrastructure several sectors in their geography such as mobility, industry and energy end uses. Across their geographic scope, Hydrogen Valleys cover multiple steps in the hydrogen value chain, ranging from hydrogen production, storage of hydrogen and distribution to offtakers via various modes of transport. 

Hydrogen Valleys were conceptualised in 2018 by the Clean Hydrogen Partnership and have become a key pillar of Europe’s emerging clean hydrogen sector with the Clean Hydrogen JU spearheading this initiative.

3. How do I know whether my H2 project falls under the definition of a Hydrogen Valley?

Please refer to the first question of Section II (Eligibility for Project Development Assistance) to check whether your H2 project fulfills the conditions of a Hydrogen Valley.

4. What is Project Development Assistance (PDA)?

Project Development Assistance (PDA) is a support offering by the Clean Hydrogen Partnership to accelerate the development of Hydrogen Valleys across the European Union, and within countries associated to Horizon Europe. PDAs provide tailored consulting services across four key dimensions to help Hydrogen Valleys advance toward Final Investment Decision (FID):

  1. Commercial aspects (incl. renewables production/sourcing, H2 and derivatives production economics, transportation, offtake, business planning, commercial structuring as well as financing and funding)
  2. Technical aspects (incl. process design, tech selection, asset sizing, site selection, cost estimates and risk management)
  3. Regulatory aspects (incl. permitting, production pathways and certifications, and public acceptance strategy)
  4. Valley governance aspects (incl. consortium building, stakeholder management, project governance and planning).
5. What is the difference between the PDA light and the PDA plus programme?

The six-week PDA light programme is aimed at supporting early-stage Hydrogen Valleys in advancing towards a compelling pre-feasibility project concept through structured consulting, gap analysis and standardised support packages. 

The twelve-week PDA plus programme is aimed at supporting more advanced Hydrogen Valleys that already have a concept study in place with modular, customised assistance to advance towards the feasiblity milestone, and a detailed roadmap to FID. 

6. Who will conduct the Project Development Assistance?

The Project Development Assistance (PDA) will be conducted by the consulting firm Roland Berger, along with its specialised subcontractor Worley covering technical design aspects, supported by Inycom regarding the underlying IT infrastructure of the H2V Platform. These PDA Service Consultants have been mandated by the Clean Hydrogen Partnership to deliver the Project Development Assistance (PDA) services and to manage the preceding application process.

7. How long does the Project Development Assistance take?

The duration of the Project Development Assistance (PDA) depends on the programme track. The PDA light programme’s core delivery period lasts six weeks, while the PDA plus programme provides support over 12 weeks.

8. When does the Project Development Assistance start?

The Project Development Assistance (awarded with this call) is planned to start by beginning of September 2026. After the notification of applicants by mid-July, a mandatory scoping phase of c. 2-3 weeks takes place for successful applicants.

9. What costs are involved for me if my Hydrogen Valley project receives Project Development Assistance?

There are no costs for your Hydrogen Valley project associated to the provision of the PDA services. However, any costs incurred for the preparation and submission of your application are to be borne by the applicant and will not be reimbursed. Additionally, you are expected to allocate internal resources to collaborate with the PDA Service Consultants during the assistance period, as outlined in the Model Declaration of Collaboration (Annex I).

10. How many Hydrogen Valleys will receive Project Development Assistance under this call?
  • Up to 5 PDA pluses for Hydrogen Valleys in EU Member States or countries associated to Horizon Europe 
  • Up to 4 PDA lights for Hydrogen Valleys in EU Member States or countries associated to Horizon Europe 
  • Up to 4 PDA lights for Hydrogen Valleys located in an EU 13 Member State (Cyprus, Czechia, Estonia, Hungary, Latvia, Lithuania, Malta, Poland, Slovakia, Slovenia, Bulgaria, Romania and Croatia)

III. Application for Project Development Assistance

1. Who can apply for Project Development Assistance?

Applications can be submitted by two types of organizations:

  1. Regional/local/other authorities or umbrella organizations that serve as a coordinator of various projects within a given Hydrogen Valley, but do not develop the projects (exclusively) by themselves
  2. Valley project developers who develop the Hydrogen Valley project directly

Per Hydrogen Valley, only one application for PDA support can be submitted.

2. Can I apply for Project Development Assistance if my Hydrogen Valley project has already reached the Final Investment Decision (FID) or is already operational?

No, the PDA programmes are designed to support Hydrogen Valleys that are still under development and aiming to reach Final Investment Decision (FID). Projects that have already reached FID or are already operational are not eligible.

3. Do H2 projects need to be funded by the Clean Hydrogen Partnership, or participate in other (upcoming or previous) Clean Hydrogen Partnership calls, or be part of the H2V Platform to be eligible to apply for PDA support?

No. The Call for Applications for PDA support is fully open and purely merit-based. It is intended to support all eligible Hydrogen Valleys in accelerating their progress towards Final Investment Decision (FID). There is no requirement for H2 projects to have prior funding from the Clean Hydrogen Partnership, to have participated in previous (or any upcoming) calls from the Clean Hydrogen Partnership, or to be registered on the H2V Platform (h2v.eu).

4. How can I submit an application for Project Development Assistance?

Please register on the PDA Applicant's area and then fill out the required information about your Hydrogen Valley project and upload all required documents as specified in the Call for Applications.

Applicants can choose between the PDA light or PDA plus tracks based on their hydrogen project's maturity and must ensure compliance with eligibility criteria.

5. Can I also apply via e-mail or per letter?

No. The application is only possible via this PDA application portal.

6. In which language do I need to hand in the application documents?

All application documents need to be handed in in English.

8. I already have applied in the previous Call for Applications for PDA support. Can I register with the same email address?

Yes, you can register with the same email address as the one you used in the first Call for Applications for PDA support, regardless of whether your application was successful or has been rejected.
To start your PDA application for this Call, you need to register again.

9. Can I apply with my Hydrogen Valley for PDA light and PDA plus at the same time?

No. Per Hydrogen Valley, one PDA programme needs to be selected.

10. I am not sure whether I should apply for a PDA light or a PDA plus. How do I decide?

PDA plus applicants must prove two formal requirements:

  1. Concept stage completed (to be proven with a concept study (Front-end loading 1 (FEL 1) or equivalent)
  2. Commercial date of operations until 01/01/2030 (to be proven within the governance and implementation plan document)

Applicants that do not meet these two requirements may apply for a PDA light.

In this Call for Applications, 5 PDA pluses and 8 PDA lights will be awarded, thereof 4 PDA lights for Hydrogen Valleys in EU 13 Member States.
 

11. I am a Hydrogen Valley that is located in an EU 13 Member State and want to apply for a PDA plus. Is this still possible?

Yes, as long as the Hydrogen Valley project meets all eligibility criteria and the two formal PDA plus requirements, you can apply for a PDA plus. Your application will then be ranked against all other PDA plus applications (see section IV for more details).

12. What information and documents are required to submit my application?

The application consists in basic information about the Hydrogen Valley project to be inserted within the PDA application interface and documents to be uploaded.

The required documents to be uploaded are specified in the Call Specifications document (Chapter 2.4 Application documents).

13. I want to apply as a consortium of multiple project partners. How do I proceed in this case?

To apply as a consortium, your Hydrogen Valley must designate a lead developer entity to submit the application on behalf of all partners. Other project partners may sign a Letter of Commitment (Annex V) to confirm their participation and support.

14. Can I save my application and complete it later?

Yes, you can save your application and resume at a later point in time by logging into the PDA application area with the login details received upon registration.

16. I want to apply with my project for a PDA plus, but am not sure whether the technical study fulfills the criteria of concept study. What can I do?

If you are unsure whether the concept study is a FEL 1 (Front-end loading 1) study or equivalent, it is recommended to apply for PDA plus and submit the study for evaluation. 

A concept study should include scoping and conceptual plant design (covering inputs, processes, and outputs), a description of the supply chain (including in- and outflows), a permitting plan, high-level construction planning, information on operations, maintenance, and risk management, and a Class 5 cost estimate. 

If the Evaluation Committee comes to the conclusion that your concept study does not meet these criteria, your application will automatically be reassigned to the PDA light programme track and evaluated therein. 

Applying for PDA plus ensures your project is considered for the highest level of support available.

17. Will I receive a confirmation after submitting my application?

Yes, via the e-mail you indicated during the registration for your application.

18. Who can I contact if I have questions about the application process?

If you have questions about the application process, you can submit them via the contact email address (h2v@clean-hydrogen.europa.eu). Answers to all questions will be published publicly as part of this FAQ section.

19. When is the deadline for submission of the application?

The deadline for submission of the application is June 26 2026 at 23:59 CET.

20. What happens if I miss the application deadline?

Applications submitted after the deadline of June 26 2026, at 23:59 CET will not be considered. You will need to wait for the next Call for Applications.

21. Can I reapply if my application gets rejected?

Yes, you can reapply, but only for future calls for Project Development Assistance. If your application is rejected in this specific call, you will not be able to resubmit it in this call.

However, you can address the feedback provided with the notification of rejection and prepare to apply again when new calls are announced.

22. Will there be more calls to application for Project Development Assistance?

Yes, currently, a total of three calls for Project Development Assistance (PDA) are planned between 2025 and 2027. Across these calls, up to 40 PDAs are planned to be awarded to eligible Hydrogen Valley projects with 15 PDAs already completed under the first Call of Applications in 2025. For details about future calls, keep an eye on updates from the Clean Hydrogen Partnership and on the Hydrogen Valley Platform (H2Valleys | Hydrogen Valley Platform).

II. Eligibility for Project Development Assistance

1. What requirements does my application and my H2 project need to meet to be eligible for Project Development Assistance?

To be eligible for Project Development Assistance (PDA), your Hydrogen Valley must meet several key requirements:

  1. Submission of applications before the submission deadline via the PDA applicant’s area
  2. Submission of all application documents in English
  3. No exclusion situation as per Declaration of Honour (Annex III)
  4. Location of the Hydrogen Valley and of the headquarter of the PDA applicant organisation within an eligible country, i.e., within an EU member state or a country associated to Horizon Europe
  5. Fulfilment of the following criteria:
    1. Project is based on clean hydrogen in line with the approach provided in the Clean Hydrogen Partnership Strategic Research and Innovation Agenda (SRIA)
    2. Planned total CAPEX investment of at least EUR 30 m, in hydrogen production, hydrogen storage, hydrogen transport/distribution and hydrogen end use in mobility, industry and energy applications (renewable energy generation is excluded from planned total CAPEX investment)
    3. Project is under real project development, i.e., at least has a defined project outline
    4. Project has a defined geographical scope, i.e., specific local or regional coverage
    5. Coverage of multiple steps of the value chain from hydrogen production to storage, transport and offtake
    6. Supply of more than one end use, thereby showcasing the versatility of hydrogen in the end use or application in mobility, energy and/or industry
2. My H2 project is not located in the European Union. Is my H2 project nevertheless eligible for Project Development assistance?

Your hydrogen project may still be eligible for Project Development Assistance (PDA) if it is located in a country associated with Horizon Europe.

3. Does the EUR 30 m CAPEX threshold differentiate between small and large Hydrogen Valleys?

No. The EUR 30 m CAPEX threshold applies for all Hydrogen Valley projects that apply for PDA support under this Call for Applications. There is no distinction made between small or large valleys.

4. How can projects demonstrate a CAPEX of at least EUR 30 m if they have not yet completed a feasibility study?

CAPEX estimated should be outlined in the technical project outline (for a PDA light) and in the concept study (for a PDA plus). The Evaluation Committee will perform a plausibility check based on the high-level technical outline and planned components and sizing of the project.

5. Are H2 derivatives included in the scope of PDA?

Yes. Projects involving green H2 derivatives such as e-methanol, e-ammonia, or e-SAF are within the scope for Project Development Assistance (PDA).

6. Are low-carbon Hydrogen Valley projects also accepted?

Yes. Similar to previous Hydrogen Valley calls, low-carbon hydrogen can be used in early stages of the hydrogen production. However, there must be a clear pathway towards the use of renewable hydrogen as ultimate objective of the project.

7. Does previous funding from the Clean Hydrogen Partnership affect eligibility for PDA?

No. Receiving funding from the Clean Hydrogen Partnership neither benefits nor disqualifies a Hydrogen Valley project. Where a Hydrogen Valley has received prior funding from the Clean Hydrogen Partnership,  applicants are  requested to include a clear explanation of the PDA’s additionality, outlining how it builds on or differs from existing support, and demonstrating the distinct additional benefit it brings. This explanation should be provided in PDA Application Form (Annex II) of the Call for Application documents.

8. Does PDA support focus on specific projects within a Hydrogen Valley or on the Hydrogen Valley as a whole?

PDA applicants can specify in the PDA Application Form (Annex II) on which projects and/or aspects the PDA support should focus.

Please keep in mind that the PDA support is designed in a way to target the entire Hydrogen Valley with the aim to support the development of local hydrogen ecosystems, not just local stand-alone projects.

IV. Evaluation criteria and award of Project Development Assistance

1. Based on which award criteria will the applications be assessed?

All applications that meet the eligibility criteria will be assessed based on the following four award criteria, weighted as follows:

  1. Commercial maturity – 25% 
  2. Technical maturity – 25% 
  3. Governance and operational maturity – 15% 
  4.  
    1. Contribution to REPowerEU and the Clean Industrial Deal - 10% 
    2. Rationale for PDA – 25% 

For more information on the award criteria and the documents that will be taken into consideration for their assessment, please refer to the Call Specifications document (Chapter 3.2 Award criteria).

2. Will the PDA applications of the three PDA programmes be evaluated separately?

Yes, there are three different PDA programme lines, each with a separate application and evaluation process:

  1. PDA pluses – Open for Hydrogen Valleys in EU Member States or countries associated to Horizon Europe (up to 5 PDA pluses to be awarded)
  2. PDA lights – Open for Hydrogen Valleys in EU Member States or countries associated to Horizon Europe (up to 4 PDA lights to be awarded)
  3. EU 13 PDA lights – Open for Hydrogen Valleys located in an EU 13 Member State (up to 4 EU 13 PDA lights to be awarded)
3. Is there a minimum threshold I must score to be awarded for PDA support?

Yes. The minimum threshold for a PDA award is a scoring of 5 out of 10 points in each of the four award criteria. Applicants scoring in one of the award criteria less than 5 points cannot be awarded with PDA support. However, reaching the minimum threshold is no guarantee to be awarded for PDA support, as only the top-ranked applications  based on weighted scores of the four award criteria will be awarded.

4. How will I be informed of the outcome of the evaluation?

Applicants will be notified of the evaluation outcome by mid-July 2026 via the email address provided during the application submission.

5. What will be the next steps if my application is approved?

Upon successful application, the PDA applicant must sign the Model Declaration of Collaboration. In case the PDA applicant is a coordinating authority/organization, the Model Declaration of Collaboration must also be signed by those project developers in the Hydrogen Valley that have requested PDA support as per PDA application form. 

Once signed, the PDA Service Consultants reach out to the successful PDA applicant to initiate a ca. 2-3 week scoping phase in which the scope of PDA support will be detailed. Furthermore does the PDA Beneficiary need to provide as part of this scoping phase the documents as requested per data request of the PDA Service Consultants. 

6. Which documents and data do I need to disclose in case my H2 project gets selected for Project Development Assistance?

If your hydrogen project is selected for Project Development Assistance (PDA), you will need to disclose all available relevant data and documentation specified in the Model Declaration of Collaboration (Annex I) under ‘Data Provision’. This includes information on commercial, technical, regulatory and governance aspects.

The data must be accurate, up-to-date, and uploaded to the designated shared data room prior to the start of the PDA.

7. What is expected from me if my H2 project is selected for Project Development Assistance?

If your Hydrogen Valley project is selected for Project Development Assistance, you will be required to comply with the responsibilities outlined in the Model Declaration of Collaboration. The signature of this Declaration of Collaboration is mandatory for the start of the PDA support. As a PDA Beneficiary, you are expected to actively collaborate with the PDA Service Consultants throughout the duration of the assistance. This includes providing all relevant project data and documentation to support the delivery of the PDA services. Additionally, you should work closely with the PDA Service Consultants to ensure progress in the development of your hydrogen project in line with the agreed objectives.

V. Delivery of PDA support

1. What is expected from me if my H2 project is selected for Project Development Assistance?

If your Hydrogen Valley project is selected for Project Development Assistance, you will be required to comply with the responsibilities outlined in the Model Declaration of Collaboration. The signature of this Declaration of Collaboration is mandatory for the start of the PDA support.

As a PDA Beneficiary, you are expected to actively collaborate with the PDA Service Consultants throughout the duration of the assistance. This includes providing all relevant project data and documentation to support the delivery of the PDA services. Additionally, you should work closely with the PDA Service Consultants to ensure progress in the development of your hydrogen project in line with the agreed objectives.

2. What level of time commitment is expected from the Hydrogen Valley representatives during the PDA programmes?

The PDA applicant should nominate suitable representative(s) with sufficient decision-making authority and expertise.

These representatives should be available for a 2-3 week scoping phase from mid- to end of July 2026 with c. 3 meetings to align the scope of the PDA support as well as for weekly progress meetings and content meetings (c. 3-4 for PDA plus and 2 for PDA light) during the PDA support period.

PDA Beneficiaries of the first PDA support cohort indicated on average a time commitment of c. 5-10 hours per week during the PDA support with more time commitment during the scoping and baselining phase.

3. Are there consequences if a Hydrogen Valley supported by PDA is not ultimately implemented?

No. There are no penalties or other consequences if a Hydrogen Valley project does not move to implementation. The PDA support is a service-based support programme with the aim to advance Hydrogen Valleys towards FID, and while Hydrogen Valley projects are selected based on their potential, it is understood that not all Hydrogen Valley projects may reach implementation.
